Carrie Lam: NPC's decision on LegCo 'authoritative' and 'necessary'

Carrie Lam, chief executive of the Hong Kong Special Administrative Region (HKSAR), on Wednesday met with the members of the establishment parties of the Legislative Council (LegCo) to hear their views on the resumption of operations.

The Standing Committee of the 13th National People's Congress, China's top legislature, adopted a decision earlier on Tuesday that says after September 30, 2020, the sixth LegCo will continue performing duties for no less than a year until the term of the seventh LegCo starts.

During the meeting, Lam welcomed the NPC's decision, which helps address the "vacuum" in the LegCo in the coming year. She said the decision was made in accordance with the Constitution and the HKSAR Basic Law and provides a solid legal basis to ensure the normal functioning of the Hong Kong government and the society.  

There is no doubt about the authority and necessity of the decision, Lam said.

The chief executive announced in late July that the election of the seventh-term LegCo, which was originally scheduled for September 6, 2020, would be postponed for one year due to the epidemic. 

Lam also thanked the members for understanding the postponement of the election.

She and the members of the LegCo agreed that jointly fighting against COVID-19, which has spread quickly since the recurrence of local infections on July 5, is the top priority currently. 

Briefing members on the latest anti-epidemic work, Lam said the government would do its best to help enterprises and the public to get over the difficulties.
