In 2015, Aung San Suu Kyi won office as the State Counsellor of Myanmar on a platform that included a peace process to end years of war between the national army and armed ethnic groups. To deliver her promise, she launched the 21st Century Panglong Conference and held annual sessions from 2016 to 2018. The Panglong process, also known as the Union Peace Conference, treats the ethnic groups differently based on whether they have signed the cornerstone Nationwide Ceasefire Agreement. Ten armed groups have signed the accord since it was launched in October 2015. Eight others still have not.
