The current Stage 4 restrictions in place in Melbourne prohibit residents from leaving their homes to protest.

Victoria Police has not provided numbers on the number of arrests made, but said the protests were a "dynamic situation," according to the report.

Victoria recorded 76 new cases of COVID-19 and 11 deaths in the past 24 hours as Premier Daniel Andrews is set to unveil his plans to reopen the state on Sunday.
