The European Union will sanction the leader of Belarus over alleged involvement in suppressing protests and Russian officials over their alleged poisoning of an opposition politician. European foreign ministers reached the decision in Luxembourg during their first face-to-face meeting since the outbreak of the coronavirus. Toni Waterman reports.
