In March 2019, Ma Qingshun was assigned to Ninglang County as the first Party secretary of Yongning Village and the poverty alleviation team leader. When he arrived, 463 people from 121 households were registered as being impoverished. The village relies on the resource advantages of Lugu Lake and realizes targeted poverty alleviation through its tourism industry. So far, the village has achieved two assurances and three guarantees. But Ma is still concerned about subsequent industry development. He hopes to promote plateau red rice to the world.
