Russia brokered a second ceasefire agreement between Armenia and Azerbaijan on Tuesday as the fierce fighting that began in September over the disputed enclave of Nagorno-Karabakh has left thousands dead and displaced. The latest agreement of detente that begins from November 10 deploys 2,000 Russian peacekeepers in the region. This follows a U.S.-mediated truce in October which was broken soon after it came into effect. The warring sides had blamed each other for ceasefire violation.
