Terrorism, drug trafficking top issues in declaration from SCO council

The prior task of the Shanghai Cooperation Organization (SCO) is to enhance cooperation in effectively cracking down on terrorism, separatism and extremism, read a declaration issued on Tuesday by the Council of Heads of State of the SCO.

The task also includes the cracking down on the cross-border flows of the terrorists in accordance to the resolution of the Security Council of the United Nations (UNSC), and transnational organized crimes, threats, and the Internet should be allowed to be applied in order to achieve that goal.

The declaration expressed concerns over the increasing threats of terrorist organizations against the global peace, as well as the risks raised by ISIL’s increasing activities in the regions of the SCO member states, after their main force was defeated in Syria and Iraq.

The SCO Counter-Terrorism Convention was put into effect in 2019. The declaration affirms its significance, while the SCO member states vowed to work out measures to further the cooperation in striking terrorism and extremism.

Meanwhile, leaders of the SCO’s Heads of State Council also emphasized that all the cooperative campaigns should ask for permission of the national governments, and authorities. No party is allowed to take advantages of those campaigns to attain their own political or geo-political purposes.

The declaration also highlights the importance of preventing the spread of terrorism, separatism and extremism among the juveniles via Internet, saying it is important to build a peaceful, responsible and safe online environment.

The leaders of the SCO member states also issued declarations on the International information security and response to the drug threats.

On International information security

The leaders vowed to enhance cooperation in the application of information and communication technology, saying all countries should improve the relevant institutions and measures, in order to prevent international conflict and trust deficit due to improper usage of that technology.

The member states reiterated the key role of the UN in dealing with International information security threats, and called on the International society to enhance cooperation in building a community of a shared future in cyberspace, and prevent conflicts that could be caused in that field. The declaration agrees that the information and communication technology should be applied in economic development and improvement of the people's livelihood.

On coping with threat of drugs

The leaders of the SCO member countries have also expressed concerns over the threat of drugs. They agreed that illegal trafficking and abuse of drugs is causing serious threat to the International and regional safety and solidarity.

The member countries reiterated to promote the construction of a drug-free society, and allow everyone to live healthily and decently in a peaceful, secure and prosperous environment.

The SCO will continue to crack down on illegal trafficking, trading of various drugs, and pay high attention to the suppress of application of technology in drug-related crimes.
