The United States has formally exited the Open Skies Treaty with Russia and other NATO members, a departure from a major international arms control agreement among 34 countries. The treaty came into effect in 2002. It allows un-armed aerial surveillance flights over the territories of signatory states. The Trump administration has cited Russia's restrictions on Open Skies flights as the reason for withdrawing.
