In 2013, 1,624 people from 391 households were registered as impoverished, and Sihe Village, Zhenyuan County of northwest China's Gansu Province was considered a deeply impoverished area with 70.27 percent of its population living in impoverished conditions. In September 2018, Qu Guangye was appointed as the first Party secretary of the Sihe Village and the poverty alleviation team leader. All the villagers have now been lifted out of poverty. Combining the resource advantages of Duzhe Publishing and Media Corp., Qu helped develop the "rural culture station" with book readings, cultural activities and rural classes, encouraging the villagers to improve their capabilities.
