China recently passed a draft amendment to the Criminal Law, lowering the minimum age for criminal liability from 14 to 12. According to the new draft amendment, anyone between the ages of 12 and 14 and is determined to have committed intentional homicide or caused mayhem that leads to the loss of life shall bear criminal responsibility upon approval by the Supreme People's Procuratorate.
