Longtan Village is located deep in the mountains of Pingnan County in southeast China's Fujian Province. In 2016, a group of "new" villagers came to the village to create an artistic atmosphere. The village took the lead in creatively implementing the plan of "renting for 15 years," following the form of being funded by new villagers, then building and renting by the village committee on behalf of them.
In 2017, Xiling Township government decided to build Longtan Village into a cultural and creative base and selected about 30 villagers as students of "cultural and creative tourism" to learn oil painting and new media marketing. Now it sees 200,000 tourist visits annually. And the average annual income per villager has reached 18,350 yuan.
