U.S. winter storm cuts water and power supplies for millions of Texans

A winter storm has swept across the United States, causing at least 38 deaths and leaving 14.9 million people in Texas without power and water supplies for days. President Joe Biden approved a major disaster declaration for Texas on Saturday.
