"Debt diplomacy," "extending China's influence," and "China's Marshall Plan", among others, are the standard versions some Western politicians have used to describe the Belt and Road Initiative. But if helping countries with their economic development and fight the COVID-19 pandemic and protect the environment could all be perceived as "threats," then what would the West view as acceptable actions?
