The juweihui (neighborhood committee) is the lowest form of urban administrative governance in China, keeping one or more apartment complexes running smoothly on a daily basis, and every single household is within the jurisdiction of one.
New Zealand vlogger Andy Boreham, who lives in Shanghai, wanted to find out more about juweihui, so he signed up for a day at the Guilinyuan Community in Xuhui District, a neighborhood committee that administers three residential compounds with around 3,200 residents in total.
During his one-day experience, Boreham helped inspect a trash sorting station, handed out handwritten Fu (good fortune) characters painted on red paper to elderly residents, did a safety inspection with a local police officer and attended a meeting with experts about keeping the community green.
What Boreham did is just part of a juweihui's job, as there are thousands of neighborhood committees in Shanghai in charge of the smooth running of communities with thousands of residents.
