A draft decision on improving the electoral system of the Hong Kong Special Administrative Region was submitted to the 13th National People's Congress (NPC) for deliberation on Friday.

Wang Chen, vice chairman of the Standing Committee of the NPC, explained the draft decision to the fourth session of the 13th NPC, which runs from May 5 to 11 in Beijing.
