TCL chairman: Chinese companies should build industrial chains abroad

Chinese enterprises should actively go global by establishing industrial supply chains across the world as a way to better contribute to the local economy, said Li Dongsheng, a deputy to the National People's Congress (NPC).

Li, also founder and chairman of electronics company TCL Group, shared his views on China's "dual circulation" development and carbon emissions disclosure measures with CGTN on the sidelines of the fourth session of the 13th NPC.

"Dual circulation" development is a buzz phrase and topic on the agenda of this year's Two Sessions. The strategy means an economic development pattern that takes domestic development as the mainstay, with domestic and international development reinforcing each other.

CGTN: Chinese enterprises are still at the middle and low end of the global value chain. The Chinese manufacturing industry urgently needs to expand its competitive advantage to the global market. What suggestions do you have for supporting domestic enterprises in the "dual circulation" economic development?

Li Dongsheng: "Dual circulation" of promoting both the domestic and international economic development is a new driving force. Chinese enterprises should actively go global by establishing industrial chains and supply chains across the world, to produce locally, sell locally, and serve locally, rather than the traditional way of exporting products. 

At present, most countries and regions in the world have relatively high tariff barriers. The effective solution is to set up manufacturing factories and industrial chains in the local area. It will directly contribute to the local economic and social development and be welcomed by the local residents and government. Therefore, such global business has a solid foundation and is of great significance for the global economy. It's beneficial for all the participants in this process.

CGTN: When it comes to carbon emissions information disclosure, there are still many problems, such as the lack of clear laws and regulations, and the lack of adequate social supervision. What solutions would you suggest?

Li: Last year, the Chinese government made a clear commitment to the world, which is to peak carbon dioxide emissions before 2030 and achieve carbon neutrality before 2060. This is China's contribution to the world's economic and social development, and it is a solemn commitment. To achieve this goal, Chinese enterprises must shoulder the responsibility. 

Therefore, at this year's session of the National People's Congress, I put forward a suggestion to urge listed companies release the information on carbon emissions. We must emphasize the disclosure of carbon emissions–related information. We should also strengthen supervision to speed up the work in reducing the carbon emissions. If the listed companies could take a lead in doing so, they will set a good example as role models.
