A segment of Hong Kong officials and representatives have expressed support for the principle of "patriots administering Hong Kong," as well as the decision by the National People's Congress (NPC) to change the electoral system in the special administrative region. Alex Fan, a Barrister-at-law and Founding President of the International Youth Legal Exchange Federation, said that the NPC has constitutional role and is entitled to make lawful decisions over Hong Kong.
