A total of 832 poverty-stricken counties, 128,000 impoverished villages, and almost 100 million poor people. This was the reality faced by China. With its huge population, the challenge of helping people find their way out of poverty was uniquely difficult, so the priority in targeted alleviation was to identify all of those that could be categorized as poverty-stricken.
