China must reject the urge for quick success in technological innovation and needs to stress on basic science, said Chinese Premier Li Keqiang at a press conference after the fourth session of the 13th National People's Congress concluded on Thursday.

Li said the basic research is still under-performing, although the country has achieved major breakthroughs over the years. The basic research expenditure took only six percent of China's whole R&D spending as the rate in developed countries can reach 15 percent to 25 percent.

He added that the country shall carry out reforms in scientific and technological innovations, where scientists and researchers will be granted greater autonomy in how to use the fund.

Premier Li also called on young students to lay a solid foundation in essential knowledge and skills, saying "nutrients for a giant tree come from the roots." 

Independent innovation is compatible with international cooperation, Li pointed out at the press conference. He said China is willing to strengthen the cooperation with other nations in the technology sector.

Premier Li said the country "must rely on market forces in driving scientific and technological innovations". The government has rolled out favorable policies to encourage all enterprises to invest in R&D.
