No child should be put at a disadvantage because of his or her family background, or where he or she comes from, said Chinese Premier Li Keqiang at a press conference on Thursday, adding that educational fairness is most important to ensure equal access to opportunities.

Li took questions from Chinese and foreign reporters via video link after the conclusion of the fourth session of the 13th National People's Congress, the country's top legislature.

He said total fiscal spending will increase this year, and government spending will be allocated to areas focused on people's lives, especially education and healthcare, because putting people at the center is an important component of socialism with Chinese characteristics. 

He said education and good health concern the future of a family and a nation. This year the government intends to scale up the training targeting teachers in counties and townships to enhance their competence, and children of rural migrant workers in cities shall have equal access to education if they have obtained residency.
