Executive Deputy Director of the Hong Kong and Macao Affairs Office of the State Council Zhang Xiaoming on Friday stressed the new electoral system will help prevent instability and external interference in Hong Kong Special Administrative Region (HKSAR). Zhang made the remarks at a press conference held by China's State Council Information Office in Beijing. The National People's Congress, China's top legislature, on Thursday adopted a decision on improving the electoral system of the HKSAR with the draft passed by an overwhelming majority vote at the fourth session of the 13th NPC.
