The United States is sending back the majority of migrants from Mexico, except for unaccompanied children, under a COVID-19 public health order. This comes as the number of asylum-seekers at the U.S.-Mexico border has climbed sharply in recent weeks. The new U.S. policy means many will spend time at shelters in Mexico and sometimes for years.
