NPC official: Amendments made to plug loopholes in HKSAR electoral system

China's top legislature is amending the electoral system of the Hong Kong Special Administrative Region (HKSAR) to plug loopholes, said Zhang Yong, deputy head of the Commission for Legislative Affairs of the National People's Congress (NPC) Standing Committee.

The Standing Committee of the 13th NPC on Tuesday passed bills on amending Annex I and II to the HKSAR Basic Law.

When elaborating on the amended Annex I and Annex II to the Basic Law of the HKSAR, Zhang said they are "politically, constitutionally and legally significant."

It clearly stipulates the size, composition, terms in office and membership qualifications of the Election Committee, said Zhang, adding that the function of the Electoral Committee will be more conducive to improving the relationship between the executive and the legislature, and the implementation of the executive-led system. 

It stipulates the election system for the Chief Executive and the Legislative Council. Among them, the original chief executive election system is basically retained. The nomination mechanism has been adjusted to make sure the position of chief executive will be held by a firm patriot, said Zhang.

The establishment of a candidate qualification review system will ensure "patriots administering Hong Kong," and resolutely exclude anti-China forces from the HKSAR government organs, added Zhang.
