The amended Annex I and Annex II to the Basic Law of the Hong Kong Special Administrative Region (HKSAR) are "politically, constitutionally and legally significant," said Zhang Yong, deputy head of the Commission for Legislative Affairs of the National People's Congress Standing Committee.
