Guo Peng is the Party secretary of Xiuwu County, in central China's Henan Province. Twenty years ago, Guo was a PhD student at Boston University in the United States. After graduating, he decided to return to his hometown in Henan, and devote himself to the development of rural areas. For Xiuwu, he prioritized the idea of the "aesthetic economy," which means attracting visitors by building a more beautiful place.
