How will Hong Kong's electoral system changes affect local elections?

China's top legislative body, the NPC Standing Committee, has voted unanimously to improve Hong Kong's electoral system. The amendments to the Basic Law Annexes introduce a number of changes, including how the city's Election Committee, Legislative Council and chief executive are selected. How will the changes affect key local elections scheduled to take place over the next 12 months? And will they help Hong Kong regain its prosperity and stability?
