Russia says it would expel U.S. diplomats and ban high-ranking officials as part of retaliatory moves over sanctions imposed by Washington. The Russian action comes a day after the U.S. ordered the expulsion of 10 Russian diplomats and imposed new curbs on Russia's ability to borrow money.
