China and some of its East Asian neighbors have condemned Japan's plan to dump nuclear wastewater from Fukushima into the sea, but the U.S. has praised the decision. Guo Ran, a professor from the School of Law at Shanghai Maritime University, shared his insights on the issue. He said Japan was violating the UN Convention on the Law of the Sea, and the key is to enhance Japan's capacity-building for nuclear safety.
