European Union member states agreed on Wednesday to reopen the bloc's borders to travelers who have been fully vaccinated, European sources said. But the new rules still exclude non-vaccinated travelers from much of the world. And the EU has yet to agree on a common health certificate allowing people to travel more freely within the union. Non-essential travel into the EU from all but a handful of countries has been banned for over a year.
