China has selected its eastern Zhejiang Province as a pilot area to showcase the country's policies for development and reform. A guide has been released by the State Council to promote nationwide prosperity by using Zhejiang as a model. Mr. Liu Zhiqin, a senior research fellow at Renmin University of China, explains the significance of the decision.
