Heavy rain inundated parts of New York's subway system on Thursday afternoon, as tropical storm Elsa approached the city. Video posted on social media showed waterlogged stations with some passengers wading through filthy waters. Earlier, the National Weather Service issued a flash flood warning for the New York City area.
