In 1978 in Xiaogang Village in east China's Anhui Province, 18 villagers agreed in secret to take individual responsibility for their agricultural output, in violation of the rules of China's system of collective farming at the time. Today it is recognized as marking the beginning of China's epoch-making period of reform and opening-up.
