The State Council Information Office held a press conference on Tuesday on ways to support high-level reform and opening-up in Shanghai's Pudong New Area. Last Thursday, China issued guidelines on how Pudong would be built into a pioneer area for socialist modernization. 

Professor Liu Baocheng, the dean of the Center for International Business Ethics at the University of International Business and Economics, talked about the significance of these changes and the opportunities Pudong could offer foreign investors.
