Mihe Town in Gongyi City has been without water and electricity for over 24 hours as record rainfall hits central China's Henan Province. Meanwhile, downpours continue to clobber Xinxiang City. Authorities have relocated over 23,000 residents. Local veterans have also joined the rescue operations.
