Through a massive effort lasting five years, more than 9.6 million poverty-stricken people were relocated to new settlements with better housing and living conditions. However, this was only a first step. If poverty-alleviation through relocation was to be truly successful, more needed to be done. Only by developing industries and providing education and healthcare could poverty be rooted out, once and for all.
