An executive order from U.S. President Joe Biden takes effect Monday to ban American investment in 59 Chinese firms. The blacklist was first signed by former President Donald Trump last November. China Telecom and China Mobile were among the 31 firms. Beijing has criticized the move, and threatened counter-measures.
