S. Korean president says he's open to dialogue with Japan over WWII

Tensions still linger between Japan and South Korea over the Japanese aggression during World War II. In a speech to mark the 76th anniversary of Victory Over Japan Day, South Korean President Moon Jae-in said he remains open to talks to resolve outstanding issues from the period.
