The Taliban have said they are working to form an inclusive new government, and a Taliban spokesperson stated the country will have a supreme leader and a leadership council. Professor Wang Jin from Northwest University of China said the Taliban's leadership council would supervise the government, but cautioned that it could be difficult for the new government to get international approval.
