The U.S. president's special envoy for the Democratic People's Republic of Korea, Sung Kim, has arrived in the Republic of Korea (ROK) for discussions over stalled nuclear talks with Pyongyang. The visit comes amid fresh tensions over U.S.-ROK military drills. Pyongyang has described the exercises as an invasion rehearsal that could trigger a serious security crisis.
