Vietnam has deployed soldiers to Ho Chi Minh City to help enforce a strict COVID-19 lockdown amid a worsening surge. The government says the army will help with logistics. The city of 10 million people has asked residents to stay at home for two weeks, starting Monday. Under the new measures, people in high-risk areas cannot leave home at all. Just 1.8 percent of Vietnam's 98 million people have been fully vaccinated.
