Twenty years ago, residents of Houchen Village, Wuyi County of east China's Zhejiang Province feared that land expropriation money might fall into some village officials' pockets. They opposed using part of the money to build a workshop as part of the collective economy, due to the lack of transparency in the village's finances. Twenty years later, due to the effective guidance of the village supervision committee, villagers began to worry that the village officials dare not spend any money.
