There are signs that China's power shortages are easing. The northeastern province of Liaoning has downgraded its alert levels. Officials say unmet demand has dropped from 5 million kilowatt-hours earlier in the week to now below half a million. Electricity is still being rationed, but the government says residential areas and key industries will not be affected.
