The party of Shiite Muslim cleric Moqtada al-Sadr is the biggest winner in the Iraqi parliamentary elections. But voter turnout was only 41 percent, a record low in the post-Saddam Hussein era. Speaking on state TV, al-Sadr promised to form a government free of foreign interference.
