South Korean President Moon Jae-in declared on Monday that his country will gradually return to normal following the COVID-19 pandemic, starting next month, as more than 70 percent of the population has now been vaccinated.
"Based on stable containment and high vaccination rates, we are commencing a gradual return to normal life," Moon said. "Implementation will begin in earnest in November."
