The deadly building fire on October 14 was started in an empty home on the first floor, and the flammable materials piled around aggravated the blaze, said an investigation report released by Kaohsiung authorities, China’s Taiwan region, on Friday.
Lax supervision of the fire department and public works department also contributed to the tragedy.
A fire tore through the 13-story building in the early morning in Kaohsiung, killing 46 people and injuring 43.
