The latest COVID-19 surge in Heihe City, in northeast China's Heilongjiang Province, was caused by overseas transmission, not linked to local cases reported in Gansu Province or Inner Mongolia Autonomous Region, National Health Commission (NHC) official Wu Liangyou said at a press conference on Saturday.
