For over two decades, China has carried out pairing-assistance programs in Xinjiang Uygur Autonomous Region, bringing in investment and professionals from more developed regions. But such efforts to lift people in Xinjiang out of poverty have come under strong criticism by foreign governments of unfair subsidies and labor abuse.
