UN Secretary-General António Guterres said on Tuesday that "prevention is not a political tool – but a practical pathway to peace", seeking to resolve disputes before they turn into armed conflict. Ambassador Zhang Jun, China's permanent representative to the UN, stressed that preventive measures should follow the basic norms of international relations, such as respect for sovereignty and non-interference.
