Newly-released footage shows Chinese-American teenager Christian Hall had his hands up when police opened fire last year in Pennsylvania. Hall was experiencing a mental crisis and holding a gun when he was shot and killed by police after a nearly two-hour standoff. Officers had responded to reports of a suicidal man on a bridge and tried to persuade him to get down.
