A white paper titled "China and Africa in the New Era: A Partnership of Equals" was released by the State Council Information Office on Friday ahead of the Eighth Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) in Dakar, Senegal. Ding Yifan, a researcher at the Institute of World Development of the Development Research Center of the State Council, said that China was a strong supporter of African national liberation movement, and has offered many infrastructure worth to African countries.
